Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source โ€” we never copy a limit table and call it current.

Licences โ€” what you need

  • โ€ข A sport fishing licence is required for fresh and salt water statewide; separate report cards are needed for salmon (in some areas), steelhead, sturgeon and spiny lobster.
  • โ€ข A second-rod validation exists for inland waters only โ€” it never applies in the ocean or in salmon/steelhead waters with special rules.
  • โ€ข Ocean Enhancement and other validations apply in specific regions, so a bare licence may not cover a Southern California ocean trip.

How the rules are organized

  • โ€ข Freshwater rules are organized by district with water-by-water exceptions; ocean rules are organized by species and by groundfish management area with depth-based boundaries.
  • โ€ข Groundfish (rockfish, lingcod) seasons and depth limits are set by management area and can change in-season by federal/state action.

Good to know โ€” common mistakes

  • โ€ข Ocean salmon seasons are set annually and can close with little notice when quotas are met โ€” the printed booklet is only a starting point.
  • โ€ข Barbless hooks are required for ocean salmon, and circle hooks are required when fishing with bait for some species.
  • โ€ข Many marine protected areas (MPAs) close fishing entirely along the coast โ€” a legal spot for one bay can be fully closed a headland away.
  • โ€ข Sturgeon fishing is tightly restricted and largely catch-and-release with a report card โ€” do not assume a kept sturgeon is ever legal.

This page is a plain-language summary, not the law. Regulations change โ€” including in-season by official notice โ€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins โ€” and please tell us so we can fix it.
