Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source โ we never copy a limit table and call it current.
Licences โ what you need
- โข Hawaii is the famous exception: there is NO licence for marine (saltwater) recreational fishing โ ocean fishing is licence-free.
- โข Freshwater fishing (reservoirs like Lake Wilson and Nuuanu) DOES require a freshwater game fishing licence.
- โข A small number of activities have their own permits โ collecting for aquariums and certain net fisheries โ separate from hook-and-line angling.
How the rules are organized
- โข Marine rules are organized by species and by managed area โ Fisheries Management Areas, Marine Life Conservation Districts and island-specific area rules overlay the statewide species rules.
- โข Several species have closed seasons or are managed with rotational area closures in specific bays.
Good to know โ common mistakes
- โข Marine Life Conservation Districts (like Hanauma Bay) prohibit fishing entirely or nearly entirely โ the most common visitor mistake.
- โข Spearfishing, net and trap rules are extensive and separate from hook-and-line rules; spearfishing is heavily restricted near swimming beaches.
- โข Some food fish have seasonal closures tied to spawning (and aquarium collecting is separately permitted and contentious) โ check the species before a trip.
- โข Freshwater fisheries are small, stocked and permit-checked โ the licence-free ocean rule does not extend inland.
