Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source โ€” we never copy a limit table and call it current.

Licences โ€” what you need

  • โ€ข A freshwater fishing licence covers the state's inland waters; marine (saltwater) fishing requires only the free Marine Fishing Registry registration โ€” no fee licence.
  • โ€ข Licences run 365 days from purchase for most types; the marine registry is calendar-based.

How the rules are organized

  • โ€ข Freshwater rules are organized by DEC region and by county/water lists, with statewide species seasons as a base and a very long list of special regulations by named water.
  • โ€ข Great Lakes rules have their own sections (different seasons and frameworks than inland defaults), as do NYC reservoir watershed rules โ€” the reservoirs near the city require a free DEP access permit on top of the state licence.

Good to know โ€” common mistakes

  • โ€ข NYC watershed reservoirs (Croton system, Catskill reservoirs) need the DEP access permit and follow watershed rules including boat restrictions โ€” the state licence alone is not enough.
  • โ€ข Ice fishing is a defined season framework with tip-up and shelter rules, and permanent shanties have removal deadlines.
  • โ€ข Great Lakes tributary salmon fishing has special tackle/snagging rules during the fall runs โ€” enforced heavily on the Salmon River and Oak Orchard.
  • โ€ข Free fishing days waive the licence but not the marine registry registration on saltwater or any other rules.

This page is a plain-language summary, not the law. Regulations change โ€” including in-season by official notice โ€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins โ€” and please tell us so we can fix it.
