Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source โ€” we never copy a limit table and call it current.

Licences โ€” what you need

  • โ€ข Two agencies, two worlds: inland waters need the Wildlife Commission fishing licence; coastal waters need the Coastal Recreational Fishing Licence (CRFL) from Marine Fisheries.
  • โ€ข A unified inland/coastal licence exists for people who fish both; joint waters straddle the line and the map/dividing lines decide which licence applies where.

How the rules are organized

  • โ€ข Inland rules are organized by water type and named exceptions (trout waters are classified โ€” Hatchery Supported, Delayed Harvest, Wild Trout โ€” each with different seasons/gear).
  • โ€ข Coastal rules are set by proclamation: the Division of Marine Fisheries opens/closes fisheries (flounder is the famous example) by official proclamation rather than a fixed book.

Good to know โ€” common mistakes

  • โ€ข Coastal seasons by proclamation means the flounder (and other) season is whatever the latest proclamation says โ€” last year's dates are worthless.
  • โ€ข Delayed Harvest trout waters flip rules with the calendar (catch-and-release artificial-only part of the year, harvest in another part) โ€” same stream, two rulebooks.
  • โ€ข The inland/coastal dividing line on rivers like the Neuse, Pamlico and Cape Fear decides your licence โ€” the official joint-waters map governs.
  • โ€ข Lifetime and unified licences have their own privileges; visitors should confirm which waters their licence product actually covers.

This page is a plain-language summary, not the law. Regulations change โ€” including in-season by official notice โ€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins โ€” and please tell us so we can fix it.
