Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source โ€” we never copy a limit table and call it current.

Licences โ€” what you need

  • โ€ข One fishing licence covers the state; a combination licence bundles hunting. A reciprocal stamp lets Utah anglers fish the Arizona side of Lake Powell and Wyoming-side rules apply at Flaming Gorge under its own stamp arrangement.
  • โ€ข A second pole requires a separate permit and is not valid on every water.

How the rules are organized

  • โ€ข Rules are published in the Utah Fishing Guidebook organized by water โ€” community ponds, reservoirs and streams each carry their own entries.
  • โ€ข Several famous waters (Green River, Provo River, Strawberry Reservoir) have special regulations that replace the general rules entirely.

Good to know โ€” common mistakes

  • โ€ข Artificial flies and lures only on many quality trout waters โ€” bait is prohibited even if the general rules allow it elsewhere.
  • โ€ข Live baitfish are illegal statewide as bait โ€” one of the strictest bait regimes in the West.
  • โ€ข Flaming Gorge and Lake Powell follow interstate agreements; the line you are fishing determines which state's rules apply.
  • โ€ข Crayfish are treated as a fishery in their own right in many reservoirs with their own rules.

This page is a plain-language summary, not the law. Regulations change โ€” including in-season by official notice โ€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins โ€” and please tell us so we can fix it.
