Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source — we never copy a limit table and call it current.
Licences — what you need
- • Freshwater and saltwater are separate licences run by two different agencies; a free saltwater angler registration also exists for licence-exempt saltwater anglers (certain pier and boat situations).
- • National Forest and state park waters can need additional stamps/permits layered on the freshwater licence.
How the rules are organized
- • Freshwater rules are statewide with named-lake and trout-water exceptions (stocked trout waters and special-regulation streams are listed individually).
- • Saltwater rules are set by VMRC regulation, organized by species, with Chesapeake Bay and ocean frameworks and reciprocal coverage with Maryland on the Bay and Potomac (via PRFC rules on the river itself).
Good to know — common mistakes
- • The Potomac River is governed by a third body (Potomac River Fisheries Commission) — neither state's licence logic applies cleanly there.
- • Striped bass (rockfish) in the Bay is managed with seasonal frameworks that change and are announced — the printed summary ages fast.
- • Trout stocking waters have day-after-stocking closures in heritage sections — a classic Virginia detail.
- • Cobia has a dedicated permit/reporting structure in Virginia waters — not a casual keep.

This page is a plain-language summary, not the law. Regulations change — including in-season by official notice — and if anything here disagrees with the official source, the official source governs.
AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins — and please tell us so we can fix it.
