Germany
State (Land) fisheries authorities β there is no national fishing licence in Germany; umbrella body: Deutscher Angelfischerverband (DAFV)
Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source β we never copy a limit table and call it current.
Licences β what you need
- β’ In most LΓ€nder you first need the state fishing licence (Fischereischein), which normally requires passing a fishing exam covering species, waters and animal welfare β short-term guest arrangements for visitors vary by Land.
- β’ The Fischereischein alone never lets you fish: on top of it you need a water-specific permit (Erlaubnisschein) from the club, association or owner that holds the fishing rights for that exact water.
- β’ There is no licence that covers the whole country β moving to another Land, and often to another water in the same Land, means checking a new set of documents.
How the rules are organized
- β’ Fishing law is Land law: each of the LΓ€nder writes its own fisheries act and ordinance, and clubs and rights holders then add water-specific rules on top.
- β’ Coastal fishing is layered differently again β North Sea and Baltic waters combine Land rules with national and EU-level decisions for shared sea stocks.
Good to know β common mistakes
- β’ Rules differ by Land and sometimes by individual water, so a rule you learned on one river may simply not apply on the next one β read the conditions printed on your Erlaubnisschein.
- β’ Baltic cod rules have been in flux under recent EU decisions β always check the current rules for the coast before planning to keep cod.
- β’ The exam requirement catches many visiting anglers out: experience abroad or a foreign licence does not automatically replace the Fischereischein, so check recognition rules for your Land in advance.
