Italy

Ministry of Agriculture (MASAF) for sea fishing; regions and autonomous provinces for inland waters

Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source β€” we never copy a limit table and call it current.

Licences β€” what you need

  • β€’ Sea fishing requires the free ministerial registration known as the comunicazione β€” it is a registration rather than a paid licence, but fishing at sea without it is not compliant.
  • β€’ Inland fishing requires a regional licence, and on many waters you also need a FIPSAS card or a local association card for that water.
  • β€’ In the autonomous provinces, notably Trentino and South Tyrol, the licence and permit structure is provincial β€” a neighbouring region's documents are not the ones asked for there.

How the rules are organized

  • β€’ Inland rules are set region by region, and by province in the autonomous provinces, so seasons, methods and protected waters are found in the regional or provincial rulebook, not a national one.
  • β€’ Individual waters managed by associations or concession holders layer their own regulations and ticket arrangements over the regional framework.

Good to know β€” common mistakes

  • β€’ Do not treat the sea registration as an inland licence or vice versa β€” Italy runs two distinct systems and you need the right one for the water in front of you.
  • β€’ Sensitive native species such as marble trout, and sturgeon waters, carry strict local protections that go well beyond the general regional rules.
  • β€’ A regional licence alone does not open association-managed waters β€” check whether the lake or river stretch also requires the association's own card.

This page is a plain-language summary, not the law. Regulations change β€” including in-season by official notice β€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins β€” and please tell us so we can fix it.
