Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source — we never copy a limit table and call it current.
Licences — what you need
- • Sea fishing with hand gear is free for everyone and needs no licence, but visitors who want to take fish out of the country must do so under the tourist fishing rules, which are built around registered tourist fishing businesses.
- • Freshwater fishing needs the landowner's permission, bought as a local fishing permit — very often sold online through Inatur — for the specific lake or river stretch.
- • For salmon, sea trout and Arctic char in anadromous waters you also pay the national salmon fishing fee, on top of the local permit — the fee alone gives you no water to fish.
How the rules are organized
- • The Directorate of Fisheries runs the sea fishery, including the tourist fishing framework, while inland and salmon fishing is overseen by the Environment Agency and the county governors.
- • Individual salmon rivers are opened, restricted or closed by local decisions based on the state of that river's stock, so river-by-river status checks are a normal part of planning.
Good to know — common mistakes
- • Free sea fishing does not mean free export of fish: taking fish home across the border is only compliant when the tourist fishing conditions — including fishing through a registered business where required — are met.
- • A salmon river can close at short notice on a local decision even in the middle of the season; check the river's current status immediately before fishing, not when you booked.
- • The national salmon fee and the landowner's permit are separate things bought from separate places — having only one of the two is a common and avoidable violation.

This page is a plain-language summary, not the law. Regulations change — including in-season by official notice — and if anything here disagrees with the official source, the official source governs.
AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins — and please tell us so we can fix it.
