Scotland

Scottish Government (salmon and freshwater fisheries) and district salmon fishery boards

Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source β€” we never copy a limit table and call it current.

Licences β€” what you need

  • β€’ Scotland has no rod licence at all β€” there is no national licence to buy before fishing.
  • β€’ Instead you buy a permit from whoever holds the fishing rights for that water: an estate, owner, club or angling association, usually for a specific beat or stretch and a specific day.
  • β€’ For salmon fishing the permit is the whole system β€” the beat's own conditions, including its conservation code, come with the permission you buy.

How the rules are organized

  • β€’ Salmon fishing is organised by river districts, each with its own district salmon fishery board, its own local rules and its own conservation arrangements layered over national salmon law.
  • β€’ For trout and coarse fishing, organisation is water by water through the owner, club or association that controls access, rather than through a national rulebook.

Good to know β€” common mistakes

  • β€’ Arriving with money for a licence but no booked permit is the classic visitor mistake β€” popular salmon beats are arranged through the estate, club or booking agent for that beat, not at a government counter.
  • β€’ Many beats operate catch-and-release for salmon under their local conservation code even where national law would allow a fish to be kept β€” the beat's code is what you fish by.
  • β€’ Rights and rules change from one beat to the next on the same river, so a permit for one stretch does not authorise you to wander onto the neighbouring stretch.

This page is a plain-language summary, not the law. Regulations change β€” including in-season by official notice β€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins β€” and please tell us so we can fix it.
