Spain

Autonomous communities' fisheries departments; nationally the Ministry of Agriculture, Fisheries and Food (MAPA)

Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source β€” we never copy a limit table and call it current.

Licences β€” what you need

  • β€’ Licences are issued by each autonomous community, and a licence from one community is not automatically valid in the next one β€” inter-regional licence options exist for some areas but must be arranged as such.
  • β€’ Sea (maritime) licences and inland (continental) licences are separate documents, so a licence for the coast does not cover rivers and reservoirs, or the other way round.
  • β€’ On top of the community licence, individual waters, reserves and managed stretches can require their own additional permit or booking.

How the rules are organized

  • β€’ Each autonomous community publishes its own fishing rules and orders for the waters in its territory, so Spain is effectively a set of regional rulebooks rather than one national one.
  • β€’ Marine reserves and protected areas β€” for example around the islands β€” add a further local layer that can restrict or prohibit fishing regardless of the licence you hold.

Good to know β€” common mistakes

  • β€’ Crossing into a neighbouring community with the wrong licence is the most common visiting-angler error in Spain β€” check validity for the exact community where you will fish.
  • β€’ The giant catfish waters of the Ebro system have their own local rules and permit arrangements β€” do not assume a general inland licence covers everything there.
  • β€’ Protected species rules and marine reserve boundaries are local and strictly enforced; check them for the specific bay, island or reservoir, not just for Spain in general.

This page is a plain-language summary, not the law. Regulations change β€” including in-season by official notice β€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins β€” and please tell us so we can fix it.
