Environment Agency (England) and Natural Resources Wales

Rules change by area and can change mid-season. We explain what the rules mean and always link you to the official source β€” we never copy a limit table and call it current.

Licences β€” what you need

  • β€’ For freshwater fishing in England and Wales you need a national rod licence from the Environment Agency or Natural Resources Wales β€” different licence types cover trout and coarse fish, and salmon and sea trout respectively.
  • β€’ Sea fishing from shore or boat does not need a rod licence, but it is still regulated nationally, especially for species such as sea bass.
  • β€’ A rod licence never gives you access to water: on top of it you need the permission of the owner, club or fishery, usually as a day ticket or club membership.

How the rules are organized

  • β€’ National byelaws set the framework for freshwater fishing, with regional byelaws adding local rules for particular rivers and areas.
  • β€’ The rule structure differs between rivers and stillwaters β€” rivers in particular carry a coarse-fish close season tradition that many enclosed stillwaters do not, so the water type matters as much as the species.

Good to know β€” common mistakes

  • β€’ Scotland and Northern Ireland run different systems β€” this entry covers England and Wales, and an English rod licence is not the document Scotland asks for (Scotland has no rod licence at all).
  • β€’ Sea bass rules are set nationally and change over time β€” check the current rules before keeping bass rather than relying on advice from a previous trip.
  • β€’ Holding a rod licence but fishing without the fishery's own day ticket or permission is treated as fishing without permission, however valid the licence is.

This page is a plain-language summary, not the law. Regulations change β€” including in-season by official notice β€” and if anything here disagrees with the official source, the official source governs.

AnglerPlan is an information service, not a regulator. If anything here disagrees with an official source, the official source wins β€” and please tell us so we can fix it.
